Portugen is the entity responsible for the operation and maintenance of the Tapada do Outeiro power station.
With a skilled and experienced team, we are dedicated to managing all aspects of plant operation with precision and efficiency, ensuring reliable performance throughout its lifecycle.
Safety, the environment, and community relations are central issues for Portugen. For this reason, we apply the highest safety standards to ensure that the working environment at Tapada do Outeiro presents the minimum level of risk to the health and safety of employees, visitors, and the general public.
For Portugen, participating in local community activities is something very important and rewarding. We take pride in contributing to civic and educational activities through partnerships established with municipalities, parish councils, schools and fire departments.
All environmental and safety activities are duly certified by international standards.

We recognize the interaction between our activities and the environment around us, as well as the importance of preserving it.

Environmental Policy

Portugen and Turbogás believe that, in environmental matters, their legal obligations should be regarded as an integral part of their values. Portugen and Turbogás acknowledge the interaction between their activities and the surrounding environment and aim to develop and maintain a high standard of environmental care, preventing pollution and continuously improving their environmental performance.

Portugen and Turbogás will conduct their activities so as to:

  • Comply with their obligations under environmental legislation and uphold any other commitments in this area;
  • Consider the environmental impact of their activities as an integral part of their decision-making processes;
  • Develop, implement, and maintain effective Environmental Management Systems in accordance with ISO 14001;
  • Prevent any incidents that could jeopardize the environment;
  • Promote the efficient use of energy and raw material resources;
  • Ensure proper land management and promote land conservation;
  • Maintain close cooperation with environmental authorities and organizations;
  • Promote environmental protection among their employees, suppliers, contractors, and the local community;
  • Raise employee awareness so that activities are carried out in an environmentally responsible manner;
  • Improve planned or existing operational activities in order to reduce environmental impacts;
  • Regularly monitor and audit established processes and procedures, reviewing them whenever necessary.

We will establish goals and objectives to support this policy and will conduct regular reviews thereof.

Health and Safety Policy

At Tapada do Outeiro, we believe that all injuries are preventable, and we apply the highest standards of safety practice to ensure that the power plant environment presents minimal risk to the safety of employees, contractors, visitors, and the public. We also believe that this approach contributes to strong business performance.

In addition, we recognize that there are legal health and safety responsibilities for both employers and employees. We identify individual safety responsibilities, from the Plant Director through to all other personnel. Together, we aim to achieve the goal of zero incidents.

  • We will actively manage health and safety by identifying risks and introducing controls to minimize hazards in our processes and work areas, in order to achieve our objective of zero incidents.
  • We will ensure that safety holds a high status at the plant by making it our foremost consideration in all activities and by striving for continuous improvement.
  • We will ensure the provision of adequate resources to achieve our objectives.
  • We have a Health and Safety Management Strategy [P(E)-05] that describes how health and safety matters are managed at Tapada do Outeiro and includes a risk and safety services plan that assigns responsibilities to individuals.
  • We issue a Local Health and Safety Statement setting out the details of how this policy is applied to employees, contractors, and visitors.
  • We will ensure that all equipment is safe to operate when used correctly.
  • We implement a safe system of work that ensures all tasks are subject to a safety assessment, so that appropriate precautions are implemented and maintained and a safe working environment is established for the duration of the work.
  • We aim to monitor and safeguard the occupational health and well-being of our personnel.
  • We train all our personnel to understand the risks associated with our processes and to implement controls to minimize risks to all.
  • We ensure that, before the introduction of new substances, equipment, machinery, materials, processes, or premises:
    • Safety aspects are considered during selection; and
    • Adequate information, instruction, training, and supervision are provided to support safe working practices
  • We have contingency arrangements in place to ensure the safety of personnel and the plant in the event of abnormal events that disrupt normal operations.
  • We will ensure that fire protection and first-aid equipment are available 24 hours a day.
  • We are committed to achieving an environment in which safety matters are openly discussed and where all incidents, near misses, and hazardous occurrences are reported, so that root causes can be identified and appropriate measures implemented to prevent recurrence.
  • We ensure that the contractors we engage meet recognized standards of competence for the work they are required to perform, that their working methods comply with our standards, and that they are trained in accordance with our safety management systems. To this end, the Safety Passport and Supervisor Day have been implemented.
  • We provide a safety manual to all appointed Supervisors and competent persons employed by contractors.
  • We monitor and audit our processes and procedures, ensure compliance, and review their content as appropriate.
